What’s rice water anyway? Rice water is the starchy water that’s left after you’ve cooked or soaked rice. To make your own rice water, all you need is half a cup of uncooked rice and 3 cups of water. Rinse the rice and soak it in the water, then leave it for half an hour. Strain it into a clean bowl and use for the final rinse after washing your hair.
